If you cannot reserve your ticket online, then you will have to go to the reservation desk. In small towns, the reservation desks are usually located near the town squares. Locals will always know where the bus terminal is in any small town. In Havana, the reservation desk/bus terminal is in the eastern Vedado region, at the corner of Ave de La Independencia and Calle 19 de Mayo (near the Plaza de la Revolucion). You can go there to book your tickets.
